They include both capital and current expenditures in the four main sectors: Business enterprise, Government, Higher education and Private non-profit. R&D covers basic research, applied research, and experimental development.

The World Bank indicator “Research and development expenditure (% of GDP)” reports a value of 0.10% for Kuwait in 2023, which represents a slight increase from 2022 (0.08%).
